Uniformly, everyone felt that “we need to do this more often!”
Paula Nira ’86
It is with great excitement to share that the Secretary of the Navy has announced that Senator Diane Feinstein and USNA Out founding member Paula Neira ’85 are the co-sponsors of the USNS HARVEY MILK (T-AO-206). The ship’s sponsor is a ceremonial position to bestow good luck and divine protection over the ship.
The “Naming Ceremony” will take place at 2 pm, Tuesday, August 16th on the “great lawn” of Treasure Island, San Francisco.
Paula was a member of the Class of ’85. After graduation with distinction, she became a surface warfare officer. She entered the reserves at the end of her obligated service, but volunteered for active duty serving on a minesweeper during Operation Desert Storm.
After resigning her commission, Paula continued her education in nursing and in law, becoming a member of the Maryland Bar Association in 2002.
Paula was a relentless leader in the fight agains the former policy knows as “DOn’t Ask, DOn’t Tell.” After the repeal, she continued her important work towards transgender service.
Paula was the first transgender veteran to win the right to have her military records changed to reflect their correct names and gender. This past May, Paula was inducted into the SLDN Hall of Heroes.

General Dynamics NASSCO was awarded a $3 billion contract by the U. S. Navy in June for the detailed design and construction of the next generation of fleet oilers, the John Lewis-class (TAO-205). This contract is for the construction of six ships. The U.S. Navy’s FY2017 budget requests advance procurement for the HarveyMilk, with procurement expected to occur in FY2018.

Because of the Joint Ethics Regulations, a request to use facilities in the Nimitz Library could not be accommodated. (If USNA Out were given permission to use government property, the Superintendent would also be obliged to provide similar services to all other groups of alumni within the same class. As many know, the USNA Alumni Association is being currently in litigation with Naval Academy Alumni Action Group (NAAAG), a faction of Alumni, in Maryland court. If USNA Out were provided with special access to government property, then NAAAG would also be allowed the same use of government property.)

USNA Out and friends from other service academies gathered at the GLBT History Museum in San Francisco for the opening of “Out Ranks” – the first exhibit in the country to focus on the experiences of GLBT veterans and American military policy on homosexuality.
The exhibit includes memorabilia from USNA Out members Jeff Petrie ’89 and Steve Clark Hall ’75 who are both also included in the recently published book Ask and Tell, Gay and Lesbian Veterans Speak Outby Steve Estes, the curator of the exhibit (in center of the photo at right).

USNA Out members gathered with our SAGALA counterparts on both coasts to cheer on the Blue from the Brigade of Midshipmen as they took the lead 51-50 in the Army-Navy rivalry. Go Navy!
USNA Out members gathered at the home of Paula Neira ’85 and her partner Mel for their third Army-Navy bash in Bowie, Maryland. Mel cooked up a tailgater’s delight in their driveway, complete with burgers, hot dawgs, steak, and all the fixin’s. Two West Point alums braved the “Go Navy” spirit that filled the Paula-and-Mel’s home and added heat to the fire in the fireplace, only to see Navy drown the poor Black Knights with more touchdowns that we could shake a Labatt’s Blue at. Thank you to our gracious hosts, Paula and Mel!
BEAT ARMY!

On the left coast, USNA Out members met with some of our SAGALA whoopoo counterparts in a Noe Valley home.
