Because of the Joint Ethics Regulations, a request to use facilities in the Nimitz Library could not be accommodated. (If USNA Out were given permission to use government property, the Superintendent would also be obliged to provide similar services to all other groups of alumni within the same class. As many know, the USNA Alumni Association is being currently in litigation with Naval Academy Alumni Action Group (NAAAG), a faction of Alumni, in Maryland court. If USNA Out were provided with special access to government property, then NAAAG would also be allowed the same use of government property.)
